Les débats sur l’utilité des organisations internationales pendant la pandémie de COVID-19 ou la guerre en Ukraine illustrent le poids des attentes qui reposent sur ces institutions, malgré leur affirmation de ne pas intervenir dans le champ politique. Cet ouvrage prend cette revendication au sérieux et étudie la manière dont ces organisations s’efforcent de « dépolitiser le monde ».
S’appuyant sur divers cas d’étude, de la gestion de la crise environnementale à la réforme du Conseil de sécurité de l’ONU, les autrices analysent de façon précise les pratiques d’expertise, les prétentions à la neutralité et le jeu sur la temporalité des négociations qui mènent à la dépolitisation. Elles mettent au jour trois grandes logiques qui la sous-tendent : le pragmatisme, les stratégies de légitimation et les tactiques d’évitement de la responsabilité. Tout en éclairant la complexité et la crise de légitimité du multilatéralisme contemporain, elles montrent en définitive qu’il est impossible de réduire ces organisations à de simples mécanismes apolitiques établis uniquement pour faciliter la coopération internationale.

This pioneering book answers these questions by compiling a broad inventory of the methods developed in the study of international organizations.
This volume examines the process through which climate change is transforming global governance, as both an increasingly central issue on the international stage and an increasingly structured policy domain with its specific modes of governing, networks of actors, discourses, and knowledge practices. Collectively, the contributions aim to assess how and why climate change is becoming a dominant frame in international politics. In doing so, they also contribute to understanding the dynamics and drivers of climatization.

Building on the concept of depoliticization, this book provides a systematic analysis of IO apolitical claims and why they “hate” politics. It shows that depoliticization sustains IO everyday activities while allowing them to remain engaged in politics, even when they pretend not to.

Alors que le Haut Commissariat des Nations Unies pour les Réfugiés (HCR) s’est, depuis sa création, consacré à la protection des personnes migrantes, déplacées pour des raisons exclusivement politiques, l’agence onusienne est intervenue au secours des victimes du tsunami en décembre 2004. Pourtant qualifiée d’« exceptionnelle », cette opération marque en réalité le début d’une série d’interventions hors mandat destinées aux victimes de catastrophes naturelles. En interrogeant cet élargissement de mandat, cet ouvrage pose la question du changement dans les organisations internationales et du rôle des événements majeurs sur la scène internationale dans le renouvellement de leur agenda.
